Now why would a hiring manager need this for a developer

I saw a job posting for a Java developer, and the hiring manager needs this information from  all candidates, or will not consider:

Resumes submitted for this position must detail:

• Location of where the candidate worked or was educated (i.e., City and State or City and Country if outside the USA).

• Start and end dates of Employment and Education must detail the month and year.

• Work experience must detail Company Name/Division and Department if relevant.

• Must state whether a degree was achieved or if not, then the number of hours earned towards the degree.

• Description of project work including: business purpose and value, budget, size of staff, technologies used, timeframe, etc.

NOTE: Resumes that don’t meet these requirements will not be considered for the respective position.
